Access control per section

Set an audience on a section itself, the way collections and articles already can, so a section is hidden from groups that should not see it.\n\nReported by Taylor (TrackFlo), who runs one help center for public marketing readers, trackers, internal users and admins. Today the audience lives on collections, so hiding a whole section means setting the same group on every collection inside it and repeating that for every collection added later. He wants to point at the section once: "trackers must not see Business Objectives".\n\nShape that matches what exists: sections.audience (inherit / authenticated / groups) plus a section_audience_groups join, resolved in the visibility repository above the collection audience, so a section gate narrows everything inside it exactly like a parent collection does today. Admin UI: the same audience picker the collection settings dialog uses.\n\nShipped alongside this report: public navigation now drops sections with nothing the viewer can read, so gating every collection in a section also hides the section tab and its name. That covers the outcome; this request is the direct control.
