Article draft prompt opens behind the AI answer details overlay

On the AI answers page, open an answer's Details drawer and click Ask Fern to draft an article. The prompt can appear behind the existing overlay, leaving it unclickable and preventing the article request from being edited or submitted. The draft prompt should open visibly above the drawer with working pointer and keyboard input, while retaining the question prefilled by the existing action. Check nested drawers and prompt reference controls as well. Browser reproduction and a verified fix are still pending.
