Favicon replacement can push customization Save changes off-screen

In Help Center customization, choosing a replacement favicon can leave the settings panel clipped so the Save changes control is unreachable. Scrolling the form does not restore it, preventing the new favicon from being saved. Keep the header and save control visible after opening the image picker and allow the form to scroll independently. Verify this at smaller viewports and after file-input focus. The reported browser behavior and live fix status still need confirmation.
