Unpublish an entire collection while preserving drafts

Add a collection-level unpublish action in the Help Center UI so an admin can withdraw a whole collection and its articles from readers without unpublishing each article individually. Preserve saved draft content, including work on articles that are already unpublished. Keep this separate from access control, which limits who can read published content rather than withdrawing it. Make the scope clear when a collection contains nested collections.
